Business-to-Business mandate introduction

Kofax’s recent post homed in on Croatia’s’ ‘Fiscalisation 2.0’ project, which imposes e-invoicing and new digital reporting requirements on Croatian taxpayers. While developments domestically to refine the scope of the technical regulations around this are ongoing, the Croatian Tax Administration (CTA) is now seeking the requisite external authorisations which will allow them to facilitate B2B e-invoicing in the country.

To this effect, the CTA has submitted a request to the European Commission seeking approval to prescribe the mandatory issuance of e-invoices in Croatia. This approval would apply to domestic supplies, for taxpayers who are established in Croatia.

Kofax is still expecting further details from the CTA to obtain a more detailed vision of their e-invoicing strategy, although e-invoicing in the country is expected to commence in January 2026. Croatia is a compliant territory for Kofax, and we continue to follow e-invoicing developments in the country closely.
